Steve Proctor
BA(Hons), MSc, MIHT, MCIT
Director
Prior to co-establishing TMS in 1990, Steve worked with Birmingham
University's Accident Research Unit before moving to Birmingham City Council
where he managed a multi-disciplined team engaged in the implementation
of local safety schemes.
He is a member of the Parliamentary Advisory Council
for Transport Safety and was involved in working parties for the IHT Safety Audit Guidelines and Road Safety NVQ's. At TMS, Steve has taken
the lead role in a number of projects including the production of a road safety strategy for the Highways Agency.

Phil Cook BSc(Hons),
CEng, MICE
Director
Phil is a Chartered Civil Engineer. Phil joined TMS in 1998 from Warwickshire
County Council where he was Group Manager of the traffic and safety engineering
divisions. His department won a number of national awards for traffic calming schemes. Phil has extensive experience
in traffic management and road safety engineering policy and schemes. Since joining
TMS, Phil has also been instrumental in the expansion of our training services in both the UK and Ireland.

Malcolm Bulpitt
Hon.FIHIE, MIHT
Associate
Malcolm joined TMS as an Associate in 1998 from Kent County
Council where he was the Traffic Management Policy Manager. He has presented
talks in numerous countries on Safety Audit and Traffic Calming and has
extensive experience of cycling strategies and schemes. At TMS Malcolm is involved in a wide variety of road safety and traffic management project work. Malcolm is also
one of the principal trainers on the RoSPA Road Safety Engineering courses and various other TMS training courses.
Malcolm has extensive expertise in the fields of Road Safety Auditing and Road Safety Engineering.

Martin Belcher

CEng, MICE
Associate
Prior to establishing TMS Consultancy,
Martin worked at a variety of local authorities in the UK. At TMS, Martin
has carried out over 1000 Safety Audits, and acts as course director on
TMS and RoSPA training courses. He has worked on a number of projects including
safety studies, junction designs, public transport and cycling schemes.

Andy Paul
BEng(Hons)
Associate
Andy joined TMS in October 2000 from Rugby Borough Council
where he was a Senior Highway Engineer. At Rugby, he was responsible for the design and construction of highway and infrastructure
projects, including a large 20mph zone and a major town centre enhancement. For TMS, Andy carries out traffic management projects,
accident & safety studies and road safety audits. He has carried out over 650 road safety audits since working for TMS.

Colin Coleman FIHIE, IEng
Principal Engineer
Colin joined TMS in 1995 from Coventry
City Council where he was a senior traffic engineer. He has a wide range
of experience in the design of traffic signal and roundabout junctions.
For TMS, Colin carries out traffic management projects, safety engineering
studies, and traffic impact assessments and traffic modelling.

Kevin Seymour
BSc, Dip TS, MIHT
Senior Engineer
Kevin is a graduate and member of the Institution of Highways and Transportation. He is an experienced engineer
with a wealth of road safety engineering and traffic management experience. He has worked in both the public and private sector and joined TMS in 2005. Kevin
has extensive experience of road safety audit, accident investigation and the design of treatment measures.
Kevin has carried out much of his recent work
on the trunk road and motorway network in Area 4.

Harminder Aulak BSc (Hons), IEng, FIHIE, MCIT, MILT
Senior Engineer
Hammy joined TMS in 2001 from Warwickshire
County Council, where he was an engineer in the Traffic Group. He has
extensive experience in safety engineering, and has won national awards for
some of his innovative local safety schemes. He also has experience of
traffic signal design and has been involved in developing Safer Routes to
Schools schemes. At TMS, Hammy is a Senior Road Safety Auditor and has carried out over 1300 road safety audits. Hammy has
also carried out a wide range of audits both nationally and internationally.

Mark Rainbow

Senior Engineer
Mark joined TMS in 1997 from Coventry City
Council where he was responsible for major highway improvements, local
safety schemes and the preparation and evaluation of TPP schemes. For TMS,
Mark carries out detailed design work, safety studies, road safety audits
and sign design.

Duncan Lord IEng, FIHIE
Senior Engineer
Duncan is an experienced Incorporated Engineer with a wealth of road safety engineering and traffic management
experience. Previously Duncan was the road safety engineering team leader for Warwickshire County Council before joining TMS in 2002. Duncan
has worked extensively on road safety engineering schemes on the trunk road and motorway network. He has also helped to develop the Warwickshire
Safety Camera Partnership. At TMS Duncan is a Course Director on RoSPA's AIP courses and delivers many of our safety related courses.

Elaine BinghamBEng (Hons) BTEC HNC/ONC MIHT
Senior Engineer
Before joining TMS, Elaine worked in both the public and private sector. Within Warwickshire County Council
Elaine was responsible for carrying out accident investigation and prevention (AIP) type work. At TMS, Elaine is a key member of the projects team
and has been involved in detailed accident analysis, route studies, area-wide treatments, design of accident remedial studies and road safety audits throughout the UK. To date, Elaine has
carried out over 400 road safety audits.

Gordon Wilkinson MSc, DMS, MIHT, MCIT
Senior Engineer
Gordon has recently joined TMS from over 15 years service at Staffordshire County Council.
Gordon was head of Urban Transport Projects and responsible for a group of 25 engineers, primarily involved in the design and implementation
of all integrated transport initiatives. At TMS Gordon is a key trainer on our road safety and traffic related courses.

Peter Smith MIHIE, Dip ASM
Senior Road Safety Consultant
Pete joined TMS in 2003. A former Police Officer with 30 years experience of road traffic enforcement, he was head of the Thames Valley Police Traffic Management Unit until 2001.
Since leaving the service he has worked in Traffic Management and Highway Safety within the commercial sector and more recently with the Thames Valley Safety Camera Partnership.
Pete is continuing his involvement in training with TMS as well as working on road safety projects.

Mark Steventon LLB (Hons), LLM
Senior Road Safety Consultant
Mark joined TMS in May 2006 after serving 30 years as a Police Officer for Warwickshire Police. Mark
was a team leader at the Warwickshire Police Road Safety Unit, working in partnership with highway
authorities to reduce road casualties through engineering, enforcement and education. His road policing experience involved the attendance,
investigation and supervision of serious injury and fatal road traffic collisions. At TMS Mark is involved in carrying out Road Safety Audits for the company together with carrying out AIP studies of cluster sites for various clients.

Darren Newbold BSc (Hons)
Engineer
Darren joined TMS in April 2004 having graduated with a degree in Planning and Development (BSc) in 2003.
Within the company Darren currently assists with a range of project work, including investigation and analysis of road accident problem routes, accident analysis for Transport Assessments and road safety audits.
Darren is also a key member of the Road Safety Audit Team, carrying out audits for clients on a wide range of different schemes throughout the UK and Ireland.

Gill Brooks
Courses Manager
Gill joined TMS in 2001 originally as the Office Manager, having previously worked in Highways and Traffic sections of various Local Authorities. Gill has helped with the expansion of the training sector of TMS and is now responsible for the organising of all training courses run by TMS.

Lorna Garland BA (Hons)
Office Manager
Lorna joined TMS in 2002 as a Coventry University Business Studies student carrying out her year long Industrial Placement.
Since then Lorna has now completed her degree and is now Office Manager for TMS.
